Probably because it wasn't. Sterling leans fully over and loses balance using one of his Liverpool-trademark manoeuvres.
Ever since he had that AK-47 tattoo placed on his calf his form has slowly eroded. He's now 26 and yet I can remember when he was good.

Looking at the way that team played and the way Harry Kane's last few games for Tottenham form has continued, it might have been wiser to include Ollie Watkins and Jesse Lingard in the final squad.
I would suggest swapping Phillips for Lingard would be an upgrade to the midfield and Watkins with Grealish on the pitch might be a useful combo.
Southgate in interview after the game didn't suggest he knew how to turn player performances from 5s into 7-8s.
