In all honesty I don't know. What I do know for certain is that it doesn't add up and to me, hasn't done from the get go.

My fear is that this is all being used to usher in a new digital identity for one and all, where every aspect of your life is controlled and monitored, similar to what is in place in China. A world where of you do something the overlords don't like, they can just digitally turn off parts of your existence.

Looks like first steps have already taken place, your "vaccine" passport could be developed into something far worse.
