No, we're talking about replacing the one of those we already have.
Have you watched Werner?
Frequently. He has a very good scoring record but admittedly hasn't been finding the net at Chelsea. Oddly the same as Lukaku and Morata before him. But imo it doesn't mean he has suddenly turned into a bad striker. Importantly he has still been getting into the positions to score and recently has shown signs he is returning to goal scoring form. I would replace Antonio with him in a flash if the opportunity presented itself.
Which of course it won't.

He had a very good goal scoring record, just not in the Premier League. So did Haller for that matter. Antonio hasn't been finding the net recently but at the start of the season he had 6 goals in 6 games, so has he become a bad striker? Importantly he has been creating space for Bowen and others to score goals and has assisted 10 times this season along with the 10 goals he scored. So overall better goals and assists than Werner
I'd rather keep Antonio and get another striker who can do better than both of them

No he hadn’t become a bad striker, because he isn’t a striker.
6 in 6 is very good, 2 in 27 is piss poor.
It’s not what you do it is the way that you do it.
