I think it's a fair bet that he will mate. Billionaires don't become billionaires by throwing their cash away on vanity projects.

But a consistently successful football club would generate better returns than a basket case one. So investment in the right areas of the club could possibly be expected.

Só How does this work with the London Stadium contract?

If the current owners sell the club a percentage goes to the government.....

So what happens if they only sell a percentage of the club?

Realistically the club has a new owner, even if it only 27% of the club.

A part of the club has been sold.

Technically the club does not have a new owner. Only when he has a majority shareholding would that be the case
