Of course not. Unless Chelsea drop out of the top 4 and win the Champions League of course, in which case they would enter as champions, making 5 teams from the PL. Why else would 5th place get an extra spot ?

The maximum amount of CL spots for an English club is 5 but that would be if a side outside the top 4 won the CL and the UEFA Cup. Which would then mean only the top 3 qualify.
