Feghouli has won the best African player in La Liga and the Algerian footballer of the year in 2015. He was injured last season and their continued chopping and changing made this campaign rather frustrating for him. He is the more experienced option with a better injury record.
Tore is good but not the best player in Besiktas. He gets injured almost once every 2 months which makes finding your feet and building some form of consistency very difficult.
I would go for Feghouli being a bit more versatile, experienced and proven in a better league. He won't come cheap, he would want a similar deal to Andre Ayew when he joined Swansea.
