Strangely enough I recall Bill Nicholson saying something similar about Jimmy Greaves .
It's quite simple really.
Brooking and Dev had season where they scored less than 3 goals but their performances in this seasons were definitely supra 3 goals. I'm sure you'll agree.
So Soicek may have scored more than 2 goals but his performances this season are most certainly sub 3 goals

At time of writing Antonio was main man and Bowen was secondary and a winger. Following Antonio's injury Bowen position and standing in the team changed, so I would say this statement isn't wrong or right, but a better description would be neutral.
