Tbh I don’t understand the process so wouldn’t like to say one way or another and I’m not qualified to have an opinion .

Being pedantic if Stumpy issued new shares and bought them all himself, as majority shareholder, it is not a rights issue. It's only a rights issue if the opportunity to purchase the new shares, at a discounted rate, is available to all exisiting shareholders.
