That might be because the justice system operates at the top of a huge money making cartel and it's in everyone's best interests that it continues that way.
We might like to think that the more exposure blacks have to senior positions of authority, the better overall black outcomes are managed.
Take Baltimore,most dangerous city in the US. Suffers huge tensions and protests between blacks and police officers.Yet that city’s mayor, its police commissioner,the state’s attorney are all black.

It could be for the reasons you state. Or , of course, it could be that the UK, with a total of under 8% of reported crimes getting to court, not convictions mind you, just getting into court, has one of the lowest, if not maybe the lowest, clear up rates in the free world. And that , just maybe, indicates either that the police as an organisation is just downright incompetent or, alternatively, that police officers are not being used effectively.
In the states almost every case is a plea,so success is guaranteed. Both in statistics and more importantly generating money for all those that work in the system. The average US cop salary is 69K. The cost to the state tax for every person incarcerated per year is 31K,in some states the cost is 60K.
You can see why killing a person that was heading to jail would cause the person who did it,to be punished themselves. It's a big loss in future revenue.
That's probably 500K not claimed,from all the processing,legal,court,custodial costs. And people get fucking angry when they lose money.
For those in the system it's a game.For those outside,it's a rigged game. But since the two sides are not equal then those inside the system keep it as it is,or even improve the model. In some ways the way the whole thing is arranged and coordinated, it's like a perfect machine.
I would say in the US they like it just the way it is. And the odd riot and a few burnt cars mean fuck all when you look at year end accounts.
