Ok John . When I’m NOT logged in , I can access the quote facility , via the log IN page which it sends me to , and I can finish quoting (in this case YOU.
After that , when I’m logged IN , I’m getting the 3 dots and nothing happening .

I'm getting the same here. However if I logon via my desktop , I get the quote marks, even after posting a quote.
I will look into this a it looks to be mobile related .
Temporary work around, when you click reply, scroll down and you will see previous replies. I'm able to click on the speech mark button there.
As Gonzo said, you can never properly test something untill it's in use.

It was massively broken mate.
I'm happy to look at tweaking colours etc but the functionality was causing a lot of grief. I was forever having to reset peoples passwords, the software wasn't up to date with the anti spamming features and it didn't work correctly on numerous devices.

It has to do with the mobile friendly part. If you turn your mobile in landscape mode, the quote works.
